Using RMS Automation resellers are able to setup rules that will act similar to Smart Roaming which allow devices to reset the onboard modem once a specific low signal threshold has been met.
Firstly you will need to create a task within RMS.
1) Select Management > Task Manager > Create Task Group.
2)
Setup the following gsm command;
“gsmctl -Q, --reboot”

This will send a reboot to the modem of the device.
I would also recommend a timeout of 30 seconds to allow time for the device to reconnect however this can be customised.
3) Once created you need to setup the alert and automation.
Management > Alerts and Automation > Actions > Create Automation
4) The following if rules will need to be configured.
This will reboot the modem on the device is the signal reaches less than -100dBM, this can be customised to your specific requirements.
Additional If rules can be configured also if you require alerts for this.
5) You will then need to apply the automation to your devices.
Management > Devices > Select Router > Actions > Alerts & Automations > Manage Templates.
